In the town of Tonosho, Chiba Prefecture, two men stand on opposite sides of a growing conflict. Sasagawa no Shigezou is a chivalrous outlaw who protects the poor, while Iioka Sukegorou is a respected official bound by duty. Their paths cross as tensions rise between the common people and the ruling authorities.
Based on an old Japanese tale inspired by the classic Chinese novel Suikoden, this story follows a band of outlaws who are granted amnesty to fight against foreign forces and rebels. As Shigezou and Sukegorou clash, their personal codes of honor and justice will determine the fate of the town.
