Tsuyoshi Aiba is a young man living in Tokyo whose life is turned upside down when his friend Kurihara commits suicide. Kurihara had unknowingly helped a Chinese mafia boss named Lin Haifeng acquire a majority stake in the company responsible for building a new waterfront development in the city.
Lin plans to use the waterfront as a gateway for the Chinese mafia, aiming to turn Tokyo into a "New Hong Kong." Determined to avenge his friend's death, Tsuyoshi enters the ruthless world of stock market warfare to stop Lin from taking over the waterfront and exposing his criminal ambitions.
