In a dystopian future, the region of Kansai has become a vassal state of Kanto. With the decline of government and police authority, crime runs rampant. The most notorious criminals are known as Akudama.
An anonymous client sends a message to several elite Akudama, challenging them to free a death row inmate named Cutthroat from Kansai Police Headquarters. Four skilled criminals take the job for a large payday. During the heist, an ordinary girl arrested on a minor charge is forced to pose as a Swindler, and a low-level Hoodlum is accidentally broken out of jail.
After the initial mission, the client reveals a larger scheme: the team must now infiltrate the Shinkansen and steal precious cargo from a vault at the front of the train. Forced to work together, the Akudama must complete this dangerous job while being pursued by the relentless Executioners of the Kansai Police.
