Yamataro, a bear cub who lost his parents, is taken in and raised by a kind man. In his new home, he forms a deep and unusual friendship with Shi-roku, a steam locomotive. Yamataro becomes fascinated by the locomotive's whistle and learns to perfectly imitate its sound, creating a unique bond between the two. Their days are filled with simple joys and adventures in a warm, rural landscape.

However, their peaceful life is threatened when Shi-roku faces the possibility of being retired and scrapped. Yamataro, determined to save his best friend, must find a way to prove the locomotive's worth.
