Kuroko Koumori, a woman convicted for the murder of 715 people, avoids the death sentence by proving her sanity. She is given a second chance in society as a State-Appointed Executioner, tasked with hunting down other serial killers. She is partnered with the cheerful and reckless Hinako Tozakura, who affectionately calls her "Kuu-chan.
While Hinako is a happy-go-lucky rule-breaker, Kuroko is a sharp-witted and lascivious lesbian with a natural talent for murder. This unlikely duo is now saddled with the gruesome duty of cleansing the country of its most vicious killers, a job that demands operatives who are anything but normal.
