In the 1970s and 1980s, Kotoku Wamura, the mayor of the small fishing village of Fudai in Iwate Prefecture, fights to convince the village assembly that his ambitious floodgate and seawall project is necessary. Drawing on memories of the devastating 1896 and 1933 Sanriku earthquakes and tsunamis, he pushes forward with the construction of a 15.5-meter-high floodgate, the tallest in the Tohoku region.

Decades later, in 2011, elementary school children in Kamaishi City put their disaster preparedness lessons into practice when the Great East Japan Earthquake strikes. Following the local custom of "Tsunami Tendenko," they independently flee to higher ground, teaching their parents the importance of individual initiative in survival. The two stories intertwine to show how foresight and education can save lives in the face of nature's fury.
